on trade and economic cooperation between the Republic of Uzbekistan and the Republic of Belarus

I. The contractual and legal framework for bilateral trade and economic cooperation consists of 183 bilateral documents. The main documents regulating relations between the two states are the Treaty on the Foundations of Interstate Relations (Tashkent, November 6, 1991) and the Declaration on the Establishment of Strategic Partnership Relations (Minsk, July 9, 2026).

A free trade regime is in effect in trade relations between the Republic of Uzbekistan and the Republic of Belarus. Cooperation is regulated by intergovernmental agreements: "On Trade Relations" and "On the Avoidance of Double Taxation".

II. The Joint Intergovernmental Commission is a key mechanism for coordinating bilateral cooperation. In 2026, within the framework of the official visit of the President of the Republic of Uzbekistan to the Republic of Belarus (July 8-9), the Declaration on the Establishment of Strategic Partnership Relations was signed, as well as the Action Plan ("Roadmap") for the development of trade, economic, and social-humanitarian cooperation for 2026-2030.

III. Mutual trade.

The dynamics of trade turnover for the period 2017-2025 are presented in the following table:

Trade turnover for January-June 2026 – $527 million (+28.5%), including export – $104.1 million (+18.4%), import – $422.9 million (+31.3%).

Structure of exports for the first 6 months of 2026: industrial goods ($38.6 million), various finished products ($26.1 million), food products ($14.9 million), services ($9.9 million), chemical products ($8.2 million), machinery and transport equipment ($4.2 million), non-food raw materials except fuel ($1.1 million), beverages and tobacco products ($0.56 million), mineral fuel ($0.56 million).

Structure of imports for the first 6 months of 2026: food products ($188.8 million), non-food raw materials except fuel ($74.2 million), industrial goods ($55 million), machinery and transport equipment ($35.8 million), chemical products ($32.4 million), services ($15.8 million), mineral fuel and lubricants ($12.9 million), various finished products ($7.5 million).

IV. Investment and interregional cooperation.

244 enterprises with Belarusian capital operate in the Republic of Uzbekistan (229 Uzbek companies in Belarus). In 2025, the volume of Belarusian investments in Uzbekistan amounted to $104.4 million.

Since 2017, more than 40 mutual visits of regions of Uzbekistan and Belarus have been carried out. In 2025, cooperation agreements were concluded between the cities of Navoi and Orsha, Termez and Polotsk. On July 8, 2026, within the framework of the high-level visit in Minsk, the third Forum of Regions of the two countries was held.

V. Cultural and humanitarian cooperation.

Creative teams from Belarus regularly participate in the International Music Festival "Sharq Taronalari". Representatives of Uzbekistan participate in the festivals "Golden Bee" and "Slavianski Bazaar" in Vitebsk. On November 4-5, 2025, Days of Culture of Belarus were held in Uzbekistan, and on July 7-8, 2026, Days of Culture of Uzbekistan were held in Belarus. On July 8, 2026, the opening ceremony of the Alley of Uzbek-Belarusian Friendship took place in Minsk.

Cooperation in the field of education is expanding. Joint educational programs are being implemented, under which students undergo training and receive dual degrees. On October 7-8, 2025, the second Uzbek-Belarusian Educational Forum was held in Fergana. In November 2023, the first Medical Forum "Days of Healthcare and Medical Education Uzbekistan – Belarus" was held, following which over 120 agreements were signed.
