Festive greetings to the builders of Uzbekistan
I sincerely congratulate you on your professional holiday—Construction Workers' Day—and express my most sincere and kind wishes to all of you.
On this remarkable day, we emphasize that the construction industry is becoming one of the key sectors shaping the modern image of New Uzbekistan. After all, it is impossible to imagine the construction of well-maintained cities, villages and mahallas, new residential areas, large strategic facilities, modern enterprises, social and economic infrastructure in the country without the selfless work of builders, who embody their knowledge, high professionalism and skill, and the participation of the construction industry as a whole.
The large-scale work carried out in recent years to radically reform the sphere, transform it into one of the drivers of our economy, improve the investment climate, and widely introduce modern principles of urban planning and digital management is already yielding positive results.
It should be noted that over the past nine years, more than 210 million square meters of buildings and structures have been built in the country, including residential buildings for 647 thousand apartments, 135 thousand of which were built last year. This year, it is planned to commission another 140 thousand new apartments. By 2040, we intend to increase the volume of housing construction to 280,000 apartments annually, and the number of "New Uzbekistan" residential areas from 61 to 120.
This year, thanks to your tireless work, the construction and improvement of unique spiritual and educational facilities—the Center of Islamic Civilization in Uzbekistan, the Imam Bukhari Memorial Complex, and the Burhaniddin Marginoni Tourist Center—have been completed.
The implementation of mega-projects such as the construction of New Tashkent in the capital and the cities of Nurafshan in the Tashkent region, Babur in Andijan, Shirin in Samarkand, and Al-Khwarizmi in the Khorezm region—based on the application of advanced engineering solutions and the implementation of "green" construction principles—opens a new bright page in the history of urban planning in our country.

Today, large-scale reforms are being carried out in the construction industry, the production of construction materials, and related sectors, where more than 3.5 million people work. Recently, the number of procedures for obtaining construction permits has been reduced by 3 times, and their processing time by 4 times. Based on the "Transparent Construction" National Information System, 24 modern electronic platforms have been commissioned, allowing for the digitalization of key management processes. All control procedures have also been fully digitalized.
The introduction of an electronic tender platform in the public procurement system has also become an important factor in ensuring transparency. Artificial intelligence technologies are being actively implemented in the industry.
It is of particular importance that all these transformations contribute to reducing the impact of the human factor, eliminating corruption risks, and increasing the efficiency of decisions made.
